The Russian political regime is often described as "conservative" by both its supporters and critics. But is it conservative (in any sense) in terms of its formal institutions, federalism and constitutional development?
This lecture will cover 27 years of institutional evolution in Russia from the top level of the federal constitution to local self-government.
