The funding comes from the Dutchess County Housing Trust Fund, established in 2022 to help municipalities and developers close financial gaps in affordable housing projects. Since its creation, the fund has awarded nearly $9 million toward more than 600 new or preserved housing units across the county.
Under the latest allocation, the Locust Hill project in Rhinebeck will receive $1.46 million to build 80 rental units serving households earning between 30% and 80% of the area median income (AMI). The Red Hook Gateway development will get $850,000 to create 20 homes, including rental apartments and single-family units for sale.
County Executive Sue Serino said the investment reflects the county’s commitment to helping working families afford to live where they work. The 2026 county budget also includes an additional $1 million to keep the Housing Trust Fund active in future years.
While supporters say the projects will help ease a growing housing shortage, some residents and housing advocates are watching closely to see how effectively the county’s dollars are spent — and whether the new homes will remain affordable long term.
Construction on both projects is expected to begin in 2026.
